Professional Experience

  • Rosa is currently consultant to the United Nations Commission on International Trade Law (UNCITRAL). Since June 2024, she has been leading a group of insolvency professionals to update of the UNCITRAL Practice Guide on Cross-Border Insolvency Cooperation. Rosa has also been preparing a set of materials for a training and capacity building program for judges on the UNCITRAL cross-border insolvency framework. She gave the first in-person training to judges in Panama on November 18, 2024, and on December 10 & 12, 2025 coordinated train-the-trainers sessions on cross- border insolvency with judges from Saudi Arabia, Oman and Morocco in Vienna.
  • She participated on 2021 on the research project on corporate debt restructuring around the world undertaken by the World Bank Group, INSOL International and the International Association of Insolvency Regulators (IAIR).

  • Rosa was hired by the Federal School for Judicial Capacity-Building belonging to the Federal Judicial Branch of Government to coordinate a capacity-building program on insolvency for the personnel of the first two courts advocated to insolvency cases in Mexico.

  • She coordinated a working group of the Insolvency Committee of the Mexican Bar Association to prepare a bill to introduce consumer insolvency in Mexico; and participated in the special committee integrated by the Mexican Senate in charge of drafting the National Code for Civil and Family Proceedings approved in 2023, concerning consumer insolvency.

Academic Activities

  • Rosa worked as a law clerk with several justices in the First Chamber of the Supreme Court of Justice of Mexico during 2008 to 2015, where she contributed to the development of legal precedents on insurance law, negotiable instruments, financing and security interests, insolvency, collective actions, property law and human rights.
  • Previously, Rosa practiced extensively as a transactional lawyer in the Banking and Finance Group of a leading Mexican firm dealing with lending and secured transactions, real estate financing, structured cross-border financing, restructurings and workouts.
  • She has participated as speaker in multiple Conferences, Seminars and Symposiums and has many publications in Mexico and abroad within her areas of expertise, including the Boletín Mexicano de Derecho Comparado, Springer Nature, Wolters Kluwer, The Norton Journal of Bankruptcy Law and Practice, the Chicago-Kent Law Review, International Company and Commercial Law Review, a book on the Complementary Use of Insurance Policies for Medical Care and a book on Consumer Insolvency in Mexico.
